Yet another power supply question

Ok, so I have started to get ready to set up a decent sized system in my garage when the weather gets warmer (non-heated garage right now). I have already started to pick things up here and there. I have read all 85 pages of this forum and countless other sites to get a good idea what I am looking for in the end. My problem comes when selecting a power supply. I know I want at least a 10A unit but would prefer a 20-30amp so I don’t have to upgrade later. From what I read it should also be capable of about 30V just so my "you know what" is covered.
I have been looking locally and also on ebay, I would like to buy used of course to try and keep the price down. So my question is what else should I look for? For instance Mastech has the HY3020D and HY3020E…whats the actual difference and for anodizing does it matter?
Any help you guys could give would be awesome.
