why did this happen

i have powder coated this little holding tool candy blue, here is wot i done,

shot blast and clean component
powder coated high gloss white, cure at 180degC 10 mins, allow to cool.
heat component to 180degC again and leave for 5 mins to cool slightly,
powder coated candy blue and cure at 180degC 10mins,

here are the pics, it looks amazine in the first pic but from some views there are still traces of the white showing through, why did this happen?? is it because i used high gloss white? am i cureing wrong? how do i go about re in candy blue?

im very stuck so any help would be appreciated
