Rust through powder after only 2 months

I had these 3 deck railings done. I had to send them out to a local powder coater because of the over sized 10 foot lengths. After just 2 months outside I received a call telling me that he has rust coming though many areas. My customer is not happy. I noticed that there are tiny pinholes from what appears to be too much powder flow? What are your opinions? the railings had to be chemically stripped and then blasted (so they claim). They did not prime these but said they hit them with two hits of white. It looks like they put it on too think and it bubbled making pin hole exposed allowing moisture in and making it rust. Here are some images. What would you do to fix it so this doesn’t happen again?
