Powder wont stick where blasting guys missed few little areas! HELP!?

So I’m right in the middle of powder coating a set of aluminum 22" truck wheels gloss black. I have the entire wheel coated and there is a few spots, like in the lug nut holes, where the powder will not stick because there is still a little left over material that was not removed when they got blasted. The rims had powder coat on them previous to this coating that I had media blasted off by my guys but the new coating will not cover over?? Is there a way to get the new black powder to cover the little spots that were missed when blasting?
