plating rubs off ?????

i just received some back from my vendor. it’s a yellow zinc clevis pin 1"x5". when i rub my finger on the part, i can rub off the . can anyone tell me why this is ? so that when i call my plater i’ll know if he’s giving me the run around. thanks for the help.
