Parts won’t ano!

Hello, I’m working on a shocktech shocker and I’m having problems with the body and frame! I have successfully ano’d all the other parts except for this two. This parts turned really, really black after the stripping and doesn’t wipe easily,,, so I ran them separate from all the other parts. The black smut didn’t even get completely taken off by the desmut. I had to finish taking off the smut by spraying water really aggressively.

I calculated a total surface area for these two parts of 109 Sq. Inches. As per the 720 calculator setting the current density at 6,,I needed to set the amps to 4.6 for 90 mts for .75 ml ano film. Well the voltage will not go over 6 volts and it starts dropping off after 10 mts like if it reached PAR. I figure that 6 volts is to low for this parts right??? Could these parts be made of something else other than the typical aluminums? I know you guys have said that dropping voltage sometimes is not a big deal but after 10 minutes and the voltage not going past 6 volts? I have seen low voltage before and usually there are some non-aluminum- metal parts left on the parts that cause this,, so I just remove the non-aluminum- metal parts and the voltage climbs up. But on these parts I don’t see any non-aluminum- metal. PLEASE HELP!!!!
