Not all powders are created equal

I’m pretty new at PC so when I recently had problems with Hot Coat Semi-gloss black, I assumed it was me, my prep, the metal type, or my equipment. Since that time I tried many things including different cleaning methods, different metals, air pressures, etc. I also confirmed and reconfirmed grounding and current. Nothing seemed to work. The powder acted as if I didn’t have a charged field. The only powder that would stick was what gravity held on the flat surfaces. Everything else just fell in a pile.
I finally tried a different powder by the same manufacturer, Hot Coat stamped steel, and things worked beautifully. I also had good luck using Caswell’s Extreme chrome. The equipment, setup, and even metal was the same with all three powders. Oh yeah, I am using a Harbor Frieght gun.
Any ideas why one powder won’t work and the others do? I contacted the company tech and he said he had no idea. Great help there.
