making powder a paint

Here is the question.
i have heard that you can use MEK or methy-ethyl-ketone and mix it with the powder to make a paint you can brush on. Has anyone tried this and does it work?
If it does work what kind of viscosity am I looking for?
any help would be great.
Thanks
