Does CopyCad Solution Wear Out?

I have been plating with the original CopyCad solution for around 6 years now with fairly good results. My question is, does the solution wear out? I filter my solution after each plating session and I have eliminated all sources of rust contamination from fixtures, connectors etc. I have never been able to get bright parts, even when the bath was new. I have generally been plating at 25 ma per square inch and I plate typically for 1 hour. Yellow chormate works great but the black chromate does not. Also, I cannot get bright parts using the brightner. It simply doesn’t work.
So, again, could my bath be worn out?
