anodized blue: which base?

a buddy of mine wants some parts to look like this…

it is anodized blue. from reading, i notice that different base coats (chrome, silver, etc) will give a different finished appearance. does anyone have suggestions on what base to use to achieve the above?

also, what type of clear?
